The specific matters are as follows:
1. Open a green channel and provide customized service support.
From the date of the issuance of this notice to December 31, 2020, the CCC certification column of CQC "Product Certification Service Online Application System" (http://www.cqccms.com.cn/) will open the "export to domestic sales" green Channel, customers can check the "export to domestic sales" certification type when filling in the certification application.
2. Adopt the existing conformity assessment results.
Within the framework of international mutual recognition agreements signed by the State Administration for Market Regulation, CNCA or relevant departments authorized by them, such as: IECEE-CB system, IECEx system, China and New Zealand mutual recognition agreement on electronic and electrical products, etc., customers can Some testing, inspection, and certification results are recognized or accepted to avoid repeated evaluations. If there is a difference between the testing standard of the exporting place and the CCC certification standard, the difference experiment can be supplemented.
If a factory inspection is required, if the customer has obtained a quality management system certification issued by CQC, or obtained a valid factory inspection result from an overseas entrusted agency that has signed a cooperation agreement with CQC, and covers the products applied for certification, the factory can be exempted or partially reduced Check the content.
If you apply for the acceptance of other types of conformity assessment results, you can consult the corresponding certification acceptance engineer, and after technical evaluation, determine whether it can be accepted.
3. Certification requirements for products that have been exported from the factory for domestic sales.
For products that have been produced and have been shipped from the factory, if they are exported to domestic sales, batch certification can be carried out according to product batches. The requirements are as follows:
(1) Authentication mode. Batch certification can be carried out using the certification model of "type test". Type testing tasks are implemented by CCC designated laboratories, and the requirements for sampling/sending samples can be referred to the requirements for sampling/sending samples in CCC implementation rules/regulations.
(2) Certification certificate. The validity period of the certificate for batch certification is 6 months from the date of issuance. When the certification certificate expresses product information, it is indicated as batch certification and the batch information of the product is displayed. The validity period of the certificate will not be extended after the certificate for batch certification expires.
(3) Application materials. In addition to the necessary application materials stipulated in the CCC certification implementation rules/details, a formal "certificate of exporting goods for domestic sales" and an official document describing product batch information shall be provided.
4. Certification requirements for products that have not yet left the factory for export to domestic sales.
Models of products that have not yet been exported for domestic sales shall be certified in accordance with the requirements of the implementation rules/details. If the customer needs to use the existing conformity assessment results, he can provide application materials that can prove that the product is an export-to-domestic model when applying. If it meets the requirements, it shall be implemented in accordance with Article 2.
5. Reduction or exemption of certification fees.
In the implementation of certification, if the existing conformity assessment results are adopted and related certification activities are exempted, the related certification link costs will be reduced or exempted.
